If the owner of the bag was NOT the player's partner then there is no penalty - it is an outside agency. The ball must be played as it lies. (Rule 19-1 and 19-4.)

If the other player was his partner, in match play the penalty is loss of hole or in stroke play, a two stroke penalty. (rule 19-2). D
