I agree, I don't believe a rule exists covering order of play "within" any scramble team.
Apparently the team is free to decide who plays in what order within the team off the first tee and it seems to follow that once a prefered ball is selected, the same logic follows and the team can again choose to play in whatever order, within the team, as they see fit.
Unless of course there is again some "local match committee" all governing statement in effect at my particular club that I was unaware of prior to hitting off...
Bottom line, to my knowledge, no one got DQ'd...
