I partnered a +1 player in a 4 ball better ball competition last year. Although his basic skills were good his course management and mental game were very poor, after hitting a few bad shots he did not recover the game.

I would suggest that there is not a golfer alive (or dead come to that) who could not have learned to be better in some part of their game.
