Never heard of that one.
You are allowed to take more than one club into a bunker AND put down the ones you decide not to use without it counting as touching or testing so I'd say that it wasn't true.
I suppose there might be a local rule to prevent damage to the hazard; come to that I can't think of why you'd want to drive your buggy into the sand or water
