Rule 25-3 b. states "If a player's ball lies on a
wrong putting green, he
must not play the ball as it lies. He must take relief, without penalty, as follows:" ......within one club length of the nearest point of relief no nearer the hole - not in a hazard or on a putting green.
There are no restrictions on which club you can use on any part of the course.
You should be able to get a copy of the rules from your local pro for free. Let me know if you can't. I live just down on the coast and can probably arrange something.
