IMO in this scenerio, the one who hit off the previous hole first tees off first. It is to stop confusion when getting to the next tee and spending/wasting time discussing who's turn it is. As he is hitting off you would mark your card.

Having said that though - it's ready golf. Whatever is quick for the game. This does not however apply in match play.
