Shoulders turn first. Hands raise up once your back gets to the target and the arms are parallel to the ground.

The drill to help you is called, "The Bench":

Find a bench with no back...if you can't find one have a partner stand behind you holding a driver a littel above knee high.

Setup normally so the shaft rests on the bench (or partner's club shaft). If you take the club back with your shoulders only, the shaft will slide down the bench. If you take it back with your hands or arms or a combination, then the shaft will either leave the bench or get pressed into it, and you will feel it.

Practice this over and over, like a putting stroke, back and forth up and down the bench using only the shoulder rotation, and you have the first move mastered. Then when the club gets above the bench, you are free to set the hands upwards.
