Course handicap is a thing we have here in North America. My stroke index (handicap) was 23.5 before the round. You then have to work out what your handicap is for the course (depending on its difficulty). The slope rating for this course was 117 (113 is considered average). So (117/113) x (23.5) = 24.3 (round that down to a whole number = 24). What this does, is to allow for the difficulty of the course when awarding strokes. My par for the day would therefore be 71+24 = 95. Likewise when I play at a more difficult course (with a 126 slope rating or whatever) my course handicap would be higher. What this does is allow people to play a bunch of courses with differing difficulties and have a better expectation of what would be a good score for them (i.e net par). A 24 handicap should not expect to shoot low 90s on a 130 slope rated course. It also aids in the awarding strokes between players for matchplay.
