Acheiving Handicaps

I know how to actually get an handicap but there are no courses within reasonable distance of me that requires a membership to play, we have one which is £1400 for the year and being on poor wages that aint gonna get me in there, was wondering if there are any other ways to acheive handicaps like tournaments etc or do you have to be a member somewhere for those...??
