The Club Championship
At my club there are two club championships. One for handicaps of 13 and over and one for 12 and unders. The ones that play in the 12 and under one have to play off scratch.

Is this done at any other clubs?

Yes we have one at our club called the scratch matchplay open to single figure h/capps only but they all have to play off scratch.
