Help me identify this putter

Hi all,
This putter was part of my grandfather's collection but unfortunately I don't know much about it. The only markings on the sole are "VSP B99." It appears to be made out of brass and it makes a nice "ping" sound upon impact. Any ideas what this may be or who made it?

It's been my money putter for several years now...got a great feel. I'm just really curious who/where/when it was made as I have never seen anything like it before.
