So then is it relatively safe to assume that if a local rule is in place, it's been authorized by the R&A?

Well, relatively !
Many committees do not understand that unless the Local Rule is mentioned in the Appendix to the Rules it has to be approved. If you see one that isn't listed ask the committe if it has been approved. 75% of the time , it hasn't .
