Maybe I'm wrong, but doesn't rule 26 cover unplayable?

'Fraid not

Rule 26 is for Water Hazards
Rule 27 Ball Lost or Out of Bounds (except lost in a Water Hazard R26-1, lost in an obstuction R24-3 or lost in an abnormal ground condition eg GUR R25-1c)
27-2 Provisional Ball
Rule 28 Ball unplayable
